ora-00382: 32768 is not a valid block size, valid range (2048..16384)

i tried create a tablespace using blocksize 32K, and than this error raised.

environment :
10g : 10.2.0.3
db_block_size : 16k
S.O : windows server 2003 r2 enterprise x64 edition.

any help ?
