ORA-00054: resource busy and acquire with NOWAIT specified.

I'm trying to truncate a table that contains no records as all. Last night,I've killed the process that inserted million records in it.
SELECT COUNT(*) FROM TADS;
0
TRUNCATE TABLE TADS;
ORA-00054: resource busy and acquire with NOWAIT specified.
Could somone help? I've wait for long enough for the transactions to rollback, but it still keeps throwing the same error.
