ORA-00054: resource busy and acquire with NOWAIT specified

Dear all

Working on Oracle 10gDb Rel2 ON Win 2000 Server,
When checked, found there is no Session Running but while altering the table
it is Throwing an ERROR
ORA-00054: resource busy and acquire with NOWAIT specified
i have Restarted the Server using Shutdown Abort and Started up,
Still the Same Errror is thrown While installtaion

Having oracle 10Gdb,
using Oracle 10g DB Server and Apex 3.1 is Installed
Oracle Http Server from oracle 10g DB Companian CD Rel 1

is the System Configuration is poor or any Fixing possible for this ERROR

System Configuration
HDD 16 GB
RAM 786 MB
Processes 1266 MHz
Pentium 3
