ORA-00020: maximum number of processes 600 exceeded

Hi Guru's,

I have been getting a rare problem on my database.
Initially, when i got this problem the processes were 150, so i increased to 250 then eventually to 600.
When i restart the database, the processes just shoot up every second until the maximum is reached.
Am running 11g on Windows Server 2008.
Please help.
