ORA-00020: maximum number of processes (1000) exceeded ..Urgent

Hi ,
i have developed one webaplication in tomcat 5.5 which uses 15,000 employees.problem is in some peek times database is giving exception ORA-00020: maximum number of processes (1000) exceeded .once i restarted my tomcat every thing is working fine...i used connection polling in my application ...

i dont know this problem with tomcat or database..
