ORA-00018 maximum number of sessions exceeded

Platform: RHEL4u7
Database: 10gR2

Parameter settings:

sessions --> 55
processes --> 40
transactions --> 60


select count(*) from v$session; --48

For any new session I am getting:
ORA-00018 maximum number of sessions exceeded

My question may be repeating on this forum but frankly speaking most of the time every thread has solution of increasing "sessions" parameter value.

My question is if the total number of session at this point is "48" then still I must be allowed to get new connection until the total count reaches to "55", isn't it?

I just need the exact reason behind this error. Thanks in advance.
