ORA-00001: unique constraint (PALLAVI.SYS_C0029831) violated

I am not able to find the column property to make the following changes.
Load Column when Updating Row : NO

Match Column when Updating Row : YES

Load Column when Inserting Row : YES

On right click the column name properties getting the following error message-
"The database user has insufficient privileges for the given operation."

Please help!!
