ORA-00001: unique constraint (APEX_190100.WWV_FLOW_ROW_TEMPLATES_IDX2) - When refreshing Theme

Hello.

I have an app created on APEX 18, I exported it and imported it to a 19.1 Installation (this was months ago), the import returned no error. Now that is on APEX v19.1 I am trying to refresh the theme and getting the error:

ORA-00001: unique constraint (APEX_190100.WWV_FLOW_ROW_TEMPLATES_IDX2)

Does anyone know whats going on? (this is the 5th application I'm refreshing the theme on the same server, all other 4 were successful).
