openModal is not defined

Hi, I am trying to open an Inline Dialog Region from javascript in Page HTML Header using :

openModal('review_confirmation_dialog');

But I am getting this error when I run the page:

Uncaught ReferenceError: openModal is not defined

Why so?

I am using Apex 5.1
