Opening Users Modal Dialog in Change Access Control Settings in IE11 not working in Apex 18.1

Hi,

When I try to open the modal dialog for Users Change Access control in APex 18.1 in IE11 I get the error "Custom Element: 'element#attachshadow was not patched'". It works fine in Chrome. Does anyone know how to get round this issue?
