opening two instances of Oracle SQL Developer software doesn't allow using DBA Console

very strange bug,

version: 19.2

OS: Windows 10 1809

opening a single Oracle SQL Developer works fine, I can use all Consoles

opening a second instance of Oracle SQL Developer it launches without DBA console placement, and pressing it in View setting doesn't make it appear. basically DBA Console isn't accessible

opening a third instance of Oracle SQL Developer opens all consoles with DBA Console. but for strange reason it also places Report Console even though I disabled it.
