Open a new web page from APEX app

Hello,

I need to open a new web page from an APEX application, but every branching option (Page or URL, Function returning a URL …) keeps me in my current app and just appends the link to my app root link.
How can I navigate to a completely different link (new web app, not written in APEX) from an APEX app?

Using APEX 19.2
