opatch datapatch getting perl510.dll error

Hi!  I'm having issues getting the opatch/datapatch to run.  I'm hoping someone can give me some ideas on how to fix the Perl PATH variable.

I just upgraded to 12c and this is my first generic Opatch install.

My database is 12.1.0.2 (windows 64bit)

I did the opatch apply (everything ok)

I then did the opatch/DATAPATCH  (program errors with - can't find perl510.dll).

The only PERL install I can find is from the OEM 12C agent.  It is located under the environment variable is called PARL5LIB.  I can't find any other PERL installed on my server.

 

Do I need to install perl again manually?  If yes, were do I down load it from?

If it is a just a PATH variable setting then I don't know what to set it to.
