OPA Siebel connector and multi lingual support

Hi OPA Experts,

We have a requirement that OPA outcome(validation text) should be populate multi language, If user login to 'ENU' then OPA Siebel IO response should populate outcomes in 'ENU', if user login to 'CHS' OPA Siebel IO response should populate in 'CHS'.

Do we need to maintain separate rulebase for ENU and CHS?. Please let me know. Thanks.
