ONS daemon is not running on node

Hi,

I have 2 node RAC. The output of CRS_STAT-t shows ONS service of first node STATE - Offline TARGET- Online.

I purged ONS log in $CRS_HOME/log/<dbname>/racg . And after that no log has been written.

1) My CRS health(CSS,CRS,EVM deeamons) is showing healthy.
2) srvctl status nodeapps -n <node> shows :-

VIP is running on node: srvconfigdb1
GSD is running on node: srvconfigdb1
Listener is running on node: srvconfigdb1
ONS daemon is not running on node: srvconfigdb1

Is there any possible way out of this with out Downtime of production.
