One region extended when there is no data in other region

Hi Friends,

I have 2 regions in my page.One is a Tree region(Page Template Body (3) ) and 2nd is a report region(Region

Position 03) .When there is no data in the report region the tree region is extended to right.How can i avoid this.I

am using the Theme16 (Dark Blue).Plz help,
