On premise installation of oracle db and oracle APEX

I've had tried to install the on premise version of the oracle db and then i wanted to proceed at the on premise installation of oracle Apex.

I've already activated the ORDS service, and it seems to run correctly, but when i run the installation script for APEX it tells me that is not abilitaed and lot of errors came up.

Someone can help me?
