On Database SE2, if there are 2 CPUs in one intel server then can i assume it will require 2 license

Hello,
I am completely aware of the Oracle database SE2 license, but i have little confusion for which i am looking to help.
If an Intel server is having 2 CPUs on their 2 sockets so, to the customer it will be 2 licenses needed, am I right?
