OMS Wont start - OMS not compatible with repository version.

Hi,
I have Enterprise Manager 11g installed on a Linux environment. The OEM was running successfully for quite some time. The server was bounced recently and ever since, the OMS will not start. I get the below error when I triy to start it.

$OMS_HOME/bin/emctl start oms

Starting WebTier...
WebTier Successfully Started
Starting Oracle Management Server...
Oracle Management Server is not functioning because of the following reason:
Oracle Management Server version is not compatible with repository version. Repository needs to be Upgraded.
WARNING: Limit of open file descriptors is found to be 1024.
For proper functioning of OMS, please set "ulimit -n" to be at least 4096.

I have tried reconfiguring the OEM with the below command. It completes successfully but it does not resolve the issue.

emca -config all db -repos recreate

Any help on this would be greatly appreciated. Thanks.
