OMS and AGENT PSU Question

Hi There,
I am about to apply the PSU on the Management Agent and OMS. They are both at 10.2.0.5. The patch numbers are:

AGENT
Patch 9162498 - 10.2.0.5.2 Patch Set Update

OMS
Patch 9174904 - 10.2.0.5.2 Patch Set Update


1) Do you recommend applying these patches to the Agent Home and OMS Home?

2) If so, do you have to shutdown all the database instances on the server it resides on? In other words, should there be an outage when the PSU is applied to the Agent and OMS in a production environment.
