ojdeploy : to package or to deploy

First some terminology:
- to package : "To pack or bundle something." at http://en.wiktionary.org/wiki/package
- to deploy : "to install, ..." at http://en.wiktionary.org/wiki/deploy

This matches, in my experience, the meaning of packaging and deploying in a typical conversation about this subject, which can even imply that sometimes packaging can be part of deploying.

In JDeveloper the "Deploy" menu options allow to select a Deployment Profile followed by options to, or "deploy to a file (like an EAR file)", or to "deploy to an application server (connection)".
Correct me if I am wrong, but typically (in my experience) a "deploy to a file" is called packaging, and "deploy to an application server" is called deploying.
(Also the JDeveloper help says "Deployment is the process of packaging application files as an archive file and transferring them to a target application server.".)

On p. 340 in the book "Oracle ADF Enterprise Application Development - Made Simple" by Sten E. Vesterli, it says:
"... Ant will ... before running ojdeploy to package and deploy your application to the WebLogic server. "
I am wondering how to use ojdeploy to "deploy to an application server".

- (q1) Does ojdeploy somehow allow to "deploy to an application server" (or does it only allow to "deploy to a file")?

(If ojdeploy can only "deploy to a file", in the terminology I typically use, it can only package and not deploy.)
