We are trying to install oipa 11.3 on linux and followed the guide OIPA 11.3.0.0 Release (oracle.com) step by step. But when we are deploying the PASJava.war file in weblogic(12c) it throws exception that "Caused By: java.util.MissingResourceException: Can't find bundle for base name PAS, locale en_US". we have downloaded war file from edelivery multiple time but receiving same error again and again. So if anyone can guide us would be really grateful.
