OIM User Password policy isn't working

I've created a password policy ('xyz policy'), a Rule (user type = 'xyz'), and a Resource Object ('xyz User'). I've assigned the 'xyz' rule to the RO 'xyz User' in the password policies rule section.

Creating the user still uses the default password policy which is fine. I assign the user type of 'xyz' to the new user.

Password resets are still using the default password policy...not sure why?

Any suggestions?
