OIM Password Sync : User Not Found error

I'm getting a User not found error when I try to sync passwords via ctrl+alt+del.

This is what I see in the logs:

Debug [9/2/2009 12:53:29 PM] User Not Found

The user does exist and was created via OIM. Why is it not able to find the user? I can search and find this user from an LDAP Browser.
