OID 11g data migration

The OID version that we use is 11.1.1.2.0. I have to migrate all the users and groups in one OID to another. One approach that I think is using ldifwrite and bulkload. I have two questions;
1. There are approximately 3 millions of users in the source OID. Is it a right way to use ldifwrite and bulkload in this situation? My concern is the size of the ldif file generated by ldifwrite.
2. Is there any other way that I can do this migration. In OID 11g is there some kind of tool (like DIP) which I can use for this purpose.
