OHUC-1026 orahomeuserctl utility problems

When I try to change the password for the user indicated with this utility I get that error.

And I checked the ORACLE_HOME . There is NOT a user by that name in control panel user accounts.

I check the PATH to be sure the executables were exposed as well.

Any ideas gratefully received.
