OHS decode URL path

Hi,

Any advise how to configure OHS not to decode special characters in URL such as "?"....currently thish gets translated/decoded into "%3F"....or is it even possible?

we have already tried the "AllowEncodedSlashes" in a apache server

The problem is that OHS must not decode the path. If it does it will give a incorrect 403 error message.
