OHS 12.1 don't start -exit status = -1073741515

Hello to all

win 10 profess -- forms reports 12c (1.3)

Does anybody find this error when start

C:\Oracle\Middleware\Oracle_Home\user_projects\domains\base_domain\bin\startComponent.cmd ohs1 storeUserConfig

I found on Metalink due to Visual c++ release 11( year 2012), I installed it but the error come again.

Also, allinstallation go well, but

when I try to lunch frmbld I got
