OFS > NMS: Send Out of Range status

NMS to retrieve Job Status (e.g., Available, Dispatched, En Route, On Site, etc.) for On Shift OFS Mobile Crews every 5 minutes. When no response received, i.e., OFS crew lead is out of cellular signal range, update NMS Crew Actions - Job Status for OFS Mobile Crew to value of ‘Out of Range’.
