OEM & Win 2000

I've installed Oracle 8i database (ver. 8.1.7) on Windows 2000
Server and when i try to start the Oracle Management Server
service i receive an error message in the log file. The message
is

Starting the Oracle Management Server... [main][2001-9-

VXA-2018 :
Unable to connect to OMS registry

Error starting Oracle Management Server.
