OEM on Windows 2003 Enterprise Edition

Hi all,
When I try to stop oms on the windows server, following message is generated.:

The system cannot find teh path specified.
could not open C:\oracle\product\10.1.0\agent/sysman/config/emoms.properties

Has anyone encountered the same issue. The grid is running on windows 2003 server and monitoring agent on hp unix.
