OEM monitoring Locks

Hi,

There are 2 options in OEM for monitoring Locks, one as per time and other as count. Please let me know which one has more benefits over other and why? Whether it is good to go with "Max Block DB time(sec)" or "Max Block Session Count"? Any inputs on this is highly appreciated.
