OEM missing OPtions

Hello Experts,

I am intending to setup E-mail notifications in case of threshold crossings for my Oracle DB, I intend to use Oracle Enterprise manager.

We are using Oracle 11gR1 and Linus 5 OS. Single Node.

I learnt from the below url about a Setup link option in OEM but I am unable to see that link on my OEM page.

How can I fix this missing "SETUP" link on my DB's OEM, I just get

DATABASE | HELP |LOGOUT at the footer of the page.

I have 2 options?
1> WIth your help I can try to re-configure OEM such that I can Get the Setup link

2> Keep the OEM aside and manually configure Alerts when DBa_threshold limit is crossed.

Need advice for steps 1 and 2

Somewhere in the emagent.log, I am not sure what is the impact of it
