OEM admin account for monitoring

Hello, let me start by explaining I've supported oracle since v7. I'm currently a consultant to a group that includes a couple other DBAs a) whose manager is not a DBA, but b) has some clients that are very knowledgeable.

I basically have an assignment to allow our clients to monitor (and even take proactive action like killing ‘blockers’, why that is happening is out of scope). I see two ways to provide this.

#1 a role in each DB with select on a whole bunch of v$ views. This has been implemented and I'm waiting on feedback; I know one client is satisfied with that.

#2 an administrator in OEM 24ai that has limited privileges, basically just to view the performance of their DBS. The 2nd part I've done with administrative group hierarchy. But the first part is problematic because if you look at the roles available in OEM to administers, they along the lines of “administering this or that”; none really speak to monitoring. Perhaps I’m thinking about this wrong, given them EM_ALL_ADMINISTARTOR where the administration group limits their targets and the user specified in the DB credentials limit what they can do, starting with the role on the v$ views from #1.
