OEM 13C installation and configuration

I am trying to install OEM 13C and after 50% in repository configuration view getting below message

oracle.sysman.top.oms:still running.

My OS is OEL 7 and RAM is 16 GB.

I am not sure is it the issue or process is taking time.

Please help me to fix this issue.
