OEM-13.5: unable to discovery the Databases on targets.

Hi,
I have set up an Oracle Enterprise Manager (OEM)-13.5 and added a couple of targets (orale18c and oracle83).
I can able to see both the targets under all hosts list, but I am unable to discover the Oracle databases which are on those targets. How to get those DB's in my OEM cloud control web URL ?
