OEM 12c System - 2 upgrade issue - Host/agent remains under blackout

Hi,
I have followed through a System - 2 type upgrade of an OEM 10g repository and have successfully completed all teh steps to migrate an agent across to the new OEM 12c installation.

All of the upgrade steps have completed successfully in the EM 10 instance but when I log into the OEM 12 console the upgraded/migrated agent is still under blackout and so is the associated agent host.

If I select the agent and try to select "End Blackout" teh console states that it is not under blackout. The same happens for the agent.

Any pointers appreciated.
