OEM 12c license question -- not very clear which licensese required

Hello, I need to install/implement OEM 12c for my company.

Right now I am trying to figure out if we are properly licensed for this product.

We are currently having oracle enterprise version database license, RAC, active dataguard , diagnose and turning pack licenses.

Are those enough for OEM to be implemented?
