OEM 12c Cloud Control License

Hi Experts

I want to know about the oracle 12c Cloud Licenses, is it free to download and install OEM 12c Cloud control? What other licenses will be required except Oracle Database Enterprise Edition License for repository database.

Are all the plugins free for download and install? How to check what features are enabled in OEM 12c from EM page, and how to check and disabled features which are not licensed.
