ODI Licence Required for Disaster recovery Site

We have ODI licensed for our development and production servers.

We are now rolling ODI out to our Disaster Recovery Site. The software will just sit there, there will be no active agents unless we invoke DR. This is not a hot failover - but a full Disaster Recovery site - for the plane hits the building scenario.

Do we have to buy a separate license for the DR site, or does the prod license cover this - considering the two will never be simultaneously active.
