ODI-26039 Connection failed

When testing a connection from ODI to an Oracle Database, I get this error message

oracle.odi.runtime.agent.invocation.InvocationException: IO Error: The Network Adapter could not establish the connection

However, this is an intermittent issue. About 1 out of every 10 tries, the connection is successful.
