ODI 12c users getting expired after 2 failed login attempts

We upgraded ODI from 11.1.1.7 to 12.2.1.1 and changed passwords after upgrade. when users login to any ODI User (Ex: SUPERVISOR, HLOPER, MIG, etc) with wrong password more than 2 times, it automatically expires the USER. We did not see this behavior in our 11g environments. We have 3 12c Environments till now. We see this issue in all our 12c Environments.

Is it a default behavior of any USER PROFILE?

Any guidance is appreciated in resolving this issue.

ODI 12c - User account is getting locked and set as expired even though allow expiration dates is set as blank. Also the number of login attempts is only 2. Is there a way to increase the number of login attempts limit in ODI 12c? Also we want to set some accounts to be unexpired. Right now even though we un-check the Allow Expiration date, after 2 failed login attempts it is locking the account and automatically setting the allow expiration date to sysdate
