ODI 12c User Parameter definition confusing and not clear?

Dear All,

I have read about an ODI 12c Designer User Parameter "Keeps in the cache the list of models whose DBMS is not accessible". Refer the screenshot below,

I am not able to understand this property completely?.

My understanding is,

ODI is a Metadata driven tool. Hence we would connect to JDBC sources etc. and could reverse engineer the datastores to ODI Model for development. Regardless whether the JDBC sources are Online or Offline after Reverse engineering in ODI, we could continue with the ODI code development. Now this Model with the datastores are stored in ODI Repository Database. Hence whenever we view/expand the Models/Datastores, it is fetched from ODI Repository DB. If the ODI Repository DBMS is not accessible, then our ODI Studio connection itself will be disconnected. Then what does property means exactly?

Answers to get better insight regarding this property are much appreciated.
