ODI 12.1.3.0.0 Agent Test Failed

I have installed the ODI new version 12.1.3.0.0 in my server. After connecting to the repository I created in the topology tab I was trying to create a new agent. I provided an Agent name and the Host name and clicked on Test. But unfortunately I am getting an error saying the Agent Test failed (screenshot below). I logged into the em and found that the odi_cluster was down and found the below error in the information tab.

Connection refused: connect. Could not connect to NodeManager. Check that it is running at /192.168.0.190:5556.
