ODC Seperator Sheets

I have a problem with Oracle Document Capture. I am using seperator sheets to determine when one document ends and another begins. I know ODC creates "Documents" out of indexed images with the same metadata values. The problem I am having is when I index a document "upto the seperator sheet" with one set of metadata and then index the "other" document with the same metadata values to the "remaining pages". I would expect this to create two documents. (1 upto the seperator sheet, 1 from the seperator sheet to the end) We have tested this a couple of different ways. When we commit this document over to IPM or UCM we get a single document.

Is there something I need to do to get ODC to create two documents in this scenerio? We want to be able to say the end of a document is when we hit the seperator sheet. Could this be accomplished with a macro.
