I am getting the following error while trying to install/use ODBC instant client 12.2.0.1.0:
I have been scouring these forums for answers to this issue such as and doc ID 1671482.1

which all point/suggest that it is a lack of C++ redistributable package install.
The server I'm using however, has versions: 2005, 2008, 2010, 2012, and 2015 installed.
the driver setup location is in the PATH variable.
I'm using Windows Server 2008 R2, my intended DB connection is for Oracle XE 11g
the DLL that the error message refers to does exist at the mentioned file path.
I pretty sure I'm just missing some small detail that, for whatever reason, is not obvious to me. I'm hoping a second set of eyes can maybe help me out.
