I had to reinstalled Instantclient 10.2.0.3 20061115 version for WindowsXP after a hard drive failure. I verified the install with another laptop having the same setup. The instantclient is installed in c:\Oracle\Instantclient10_2 and that is where the tnsnames.ora file is located. I checked the TNS_ADMIN and PATH setups. When I try to create a machine data source in Control Panel > Administrative Tools > Data Sources (ODBC) > System DNS > add > Create New Data Source > select Oracle in Instantclient10_2 (with SQORA32.DLL).
The resulting error is: Select Data Source: The setup routines for the Oracle in instantclient10_2 ODBC driver could not be loaded due to system error code 126. Please reinstall the driver. Then: Drivers configDSN, configDRIVER or config & translator failed: could not load the setup or translator library.

I tried reinstalling Instantclient but got the same error.

Any assistance in resolving this error is greatly appreciated.
