ODBC error with Vista

Hello

I installed OBIEE, and following tutorial.
It said "if you want to use BI answer, you need to connect repository "SH" through ODBC".
Following direction, I tried to connect ODBC (data source) with Repository SH.
However, it has an error *"SQORAS32 = unsupported operation was attempted"* showing up 3 times.

then, a new error showing up,
SQL state = IM004
*{Microsoft} {ODBC Driver Manager}*
SQL_HADDLE_ENV driver
SQLAllocHandle is failed.

I cannot connect between OBIEE and oracle 10g through ODBC.

My PC installed:
Windows Vista Business
Oracle 10g
OBIEE 10.1.3.4.0

Does anyone know how to solve this problem.
Please tell me how to do it.
