ODBC Error (system error code 14001)

I have a user who has installed Oracle 11g Express Edition. He is having issues with creating the Oracle in XE ODBC

driver. He gets the following error: "The setup routines for the Oracle in XE ODBC could not be loaded due to system error

code 14001. The application has failed to start because its side-by-side configuration is incorrect."

I had him test his database connection from SQLPlus - that works correctly. Any suggestions as to the ODBC issue?
