odbc error - SQORAS32 in vista odbc creation

I'm trying to create an odbc connection in windows vista, so that I can connect access 2007 to the oracle database through that odbc. However when doing so I receive this error

SQORAS32 - An unsupported operation was attempted

I read through the another post (link at the bottom) and it didn't seem like they were able to solve the issue. I've installed Oracle 10203 for vista.
